Pat Windham served as a Democratic Senior Professional Staff Member for the Subcommittee on Science, Technology, and Space of the Committee on Commerce, Science, and Transportation, United States Senate from 1984 through 1998.  Windham also worked for Senator Ernest F. Hollings (D-SC), Ranking Democrat on the Commerce Committee and assisted other Democrats on the Commerce Committee, including Senator John D. Rockefeller IV (D-WV), Ranking Democrat on the Science Subcommittee.

Windham helped Senator Hollings and Senator Rockefeller oversee Federal science and technology programs, including those of the Office of Science and Technology Policy, the Commerce Department's Technology Administration and National Institute of Standards and Technology, the National Science Foundation, and the National Aeronautics and Space Administration. He particularly assisted the Senators on issues of technology and United States industrial competitiveness and helped draft the Technology Competitiveness Act of 1988 (part of the Omnibus Trade and Competitiveness Act of that year), the Federal Technology Transfer Act of 1986, the Japanese Technical Literature Act of 1986, the American Technology Preeminence Act of 1991, and various NIST and NSF authorization laws.   He previously served from 1976-78 as a Congressional Fellow on the Senate Commerce Committee, and from 1982-84 as a Legislative Aide in Senator Hollings' personal office.

Education includes an AB from Stanford University, 1973, and a Master of Public Policy degree from the University of California at Berkeley, 1975. Also, graduate work in political science at Berkeley from 1978-1982.

Pat Windham now lives in Northern California and serves as an independent consultant.
