The seminar will explore the how well U.S. industry is using modern technology, with a focus on small and mid-sized firms. We will explore concepts of industrial modernization and technology deployment, as well as examine historic, current and emerging trends in industrial modernization and technology deployment. The seminar will also consider rationales for policy intervention through programs of industrial extension and industrial modernization. We will examine policy and programmatic strategies, the development of policy, and program operations and best practices of industrial modernization programs in the United States and other countries. the seminar will assess the performance of these policies and programs and explore how industrial modernization should develop in the future.

Logistics: The course will be draw on the electronic audio-visual materials developed for the Spring 1997 graduate Seminar on Industrial Modernization: Policy, Practice, and Evaluation. In 1998, the class is offered as a "self-paced" internet-based networked-learning class. Students will be expected to replay, listen to, and view each class of the seminar (2 hours a week, via the internet, to be completed at any time during the week), plus undertake readings, electronic assignments and a term paper. Students will communicate electronically with the instructor, using electronic mail, voice mail and internet telephony, and possibly internet video-conferencing.
The course will use distance teaching and learning technologies. In previous quarters, students have met individually and in groups with the instructor. In 1998, we will try something different: students will be at Georgia Tech, while the instructor will be at a remote location, at the Institute for Systems Innovation Research in Karlsruhe, Germany.
There is no set class meeting time. Requires access to an internet connected computer (dial-up is OK), with sound card, speakers or headphones, and web browser.
