In 1994, a Modernization Forum Study Mission visited Japan to examine trends affecting small and mid-size manufacturing enterprises (SMEs), national and local SME support policies, and changes in small firm relationships with larger firms. Several public and regional technology centers which assist small and mid-sized firms were visited.
