Rand Haley Rand Haley is Principal and Founder of Research Terrain, LLC, a consulting and project management firm based in the Atlanta area and focused on university research management and strategy. Prior to founding Research Terrain, Rand directed the NSF-funded Centers Development Initiative (CDI) from 2001 to 2006. CDI helped EPSCoR university research teams plan and compete for NSF centers and other complex, large-scale research and education projects. During his tenure with CDI, Rand directed technical assistance and consulting activities that enabled EPSCoR universities to successfully compete for 22 NSF centers and large-scale awards (representing over $140 million in NSF funding). Prior to joining the EPSCoR/IDeA Foundation, Rand worked as a researcher and consultant for several organizations at the interface between scientific research, technological development, and industrial strategy. He has been a co-author of scientific papers ranging in discipline from computational chemistry to molecular genetics and has written two book reviews for The Journal of Technology Transfer. Rand holds a B.S. in physics from the Georgia Institute of Technology, an M.S. in biochemistry and molecular biophysics from the University of Pennsylvania, and an M.A. in science, technology, and public policy from The George Washington University.
